### User Story
As a Gitcoin operator, I don't want to be spammed with multiple bounty invite links.
### Why Is this Needed
Several Gitcoin contributors have reached out to the core team, including Kevin Owocki himself, citing instances where people's emails are getting spammed due to receiving multiple bounty invite options.
### Description
Currently, the options to use invite to bounty are uncapped, and therefore, a funder can hypothetically spam multiple contributors many times a day. This type of behavior should be prohibited, as invite bounty links are an invitation, not a general spamming of our contributor base.
Several solutions have been suggested:
1. Have a base level rate limit for funders - rate limit invites to some small amount per day to start, and if they get traction or no complaints, give them more over time. Note that this doesn't mean just allow more invites for more senior accounts, as abusers will simply age accounts to get more invited.
2. Use ReCAPTCHA v3 or equivalent to classify users based upon how shitty/automated they look, and restrict them from sending invites if they're under a specific threshold.
3. Don't allow new accounts or accounts not regularly active to send more than (single-digit) in any (multi-day) period, and limit the number of contributors they can reach out to.
As a more separate topic, do we want a more prominent unsubscribe link to this type of email?
4. A more prominent unsub link for this specific topic is probably a good idea - make it fast to opt out. I unsubscribed from *all* Gitcoin emails because of the spam.
