Gitcoin x Aave Hackathon Challenge : I'm not Stable but my rate is

### Challenge Description
Aave protocol introduced the concept of **stable** and **variable** rate loans for users borrowing assets, with this feature, any user can decide the rate mechanisms of their loan and switch to another rate mode at any time.
Selecting the best rate mode and when to switch depending on market conditions can lead to financial optimization, applicants are invited to develop ideas around these features.
This challenge wants to incentivize hackers to leverage the features of Variable/Stable rates. In order to build a service that allows users to get the best possible deal for their position at anytime
#### Features expected
Challenger applicants are free to provide their vision and ideas to fulfill this challenge. Aave is happy to provide a few ideas to guide them :
**Rate adviser platform**
Based on past, current and predicted market conditions, a platform can define a user's financial profile based on assets supplied, collateralization, expected loan duration, payback strategy...
and provide advice about the best loan strategy and best rate mode fit.
**Rate rebalancing platform**
DeFI is an ecosystem full of opportunities for third-party services such as [Instadapp](https://instadapp.io/), an optimized platform managing loans of users and switching to the best current rate mode in real-time might prove itself useful to users willing to let their position act on auto-pilot.

You can use the Kovan Testnet to interact with Aave protocol please refers to our [documentation](https://developers.aave.com/#what-is-aave).
#### Submission Requirements:
Must have an open-source license.
The submission should run on the Kovan testnet to match the [Aave public Testnet](https://testnet.aave.com/).
**Ideal submission**
An ideal submission for this challenge is both providing a user-friendly UX/UI and capable to generate financial gains for users.
This challenge is a great opportunity to kick-start a project.

Submission deadline is at the end of the Hackathon on 11th November 11:59 pm ET

Usefulness of the submission (15%)
Innovation provided by the submission (10%)
Level of technical implementation (15%)
UI/UX of the implementation (10%)

#### Judging Date
Judging will be at the end of the Hackathon on 11th November 11:59 pm ET
### Winner Announcement Date
The submission will be reviewed between November 11 and November 18. Winners will be privately notified before a public announcement of all hackathon prices given by Aave. The announcement and prize payouts will occur before November 31, 2019.
