### User Story
As new users come to our dApp we should welcome them and give some instructions for interacting with the beta on rinkeby, and how to get test ether.
### Why Is this Needed?
Users may not know explicitly how to get rinkeby ether, or how to point metamask at rinkeby.

Create a welcome message that explains how to connect to rinkeby with metamask, how to receive test ether that a user must click 'Proceed to dApp' to move past on the home screen.
See below of an example where the message greys out the rest of the site and forces a user to click through. We would like our example to follow our branding guidelines, present clear instructions, and help direct a user to where they can get more help.
### Additional Information
We will be require all submissions to be accompanied by test coverage, so please dont forget to add needed testing!
## Before you `start work`
If you have ongoing work from other bounties with us where funding has not been released, please do not pick up a new issue. We would like to involve as many contributors as possible and parallelize the work flow as much as possible.
Please also note that in order for work to be accepted, all code must be accompanied by test cases as well.
