This initial phase tests out the core incentive program of the Ribbon platform. This entails building out a simple system to pay patients incentives based off desired healthcare related activities. For this initial phase a few key web3 elements can be bootstrapped to simplify implementation details such as abstracting away key management from patients and practitioners through the use of a centralized server. The goal of this phase is therefore to test out the core value add of Ribbon: to build an incentives layer for the public healthcare sector.
The expected output is a basic web3 App that onboards the Community Health Worker, Patient and Practitioner as users, captures Healthcare Interactions, Ratings, Prescriptions and pays out incentives to all these 3 users' public addresses. We will then use this basic web3 app to run a Pilot at a public clinic facility to get insights into real world user engagement, app functionality, and other human and real world factors that might require iterations of the software. The expected outputs from the Pilot is a report which outlines user engagement, ease of use, patient and practitioner response to incentives, effects on healthcare delivery, time added or reduced through the use of the app and other real world insights that will help with app iteration and real world impact.
**This issue encompases the following user stories for this initial phase:**

3. As a CHW I want to easily onboard practitioners into the centralized key management system
4. As a CHW I want to capture Patient-Practitioner interactions
5. As a CHW I want capture Patient-Practitioner prescriptions
6. As a CHW I want to view my incentive balances
