We should give a user friendly error in the API call when a transaction fails because it's out of gas.
This ticket is to implement a testcase with our [`testworld` p2p simulation frame work](https://github.com/centrifuge/go-centrifuge/tree/develop/testworld) to verify a transaction with a wallet that doesn't have any eth will fail with a proper error message. For a related ticket that adds a test case using testworld, see #438
Refer `testworld/README.md` for env setup and a small guide on how to run. `testworld/park_test.go` is a good starting point for any other tests you define.
1. A user cannot send a TX if the funds of the account used are less than the max allowed gas to be consumed.
2. Even if 1 is fulfilled, and while executing the TX the gas is insufficient we should catch that error from the TX receipt, and see how is displayed back to the user.
We want to achieve this by first adding three test cases to testworld (as described above):
1. Account with 0 ether
2. Account with less than the max gas
3. Reduce max gas to trigger scenario 2 above and catch that error
