The goal of this task is add a browser reload mechanism to a development dapp whenever embark rebuilds it.
### Expected Implementation
A websocket endpoint should be added to the development webserver that hooks into the outputDone event. Using the API, a js code that listens to this endpoint and refreshes when the event comes through can be injected into dapps in development mode.
### Acceptance Criteria
* If the dapp is already opened in the browser (built with `development` environment), and the developer makes a change which causes the dapp to rebuild, then the page should refresh and display the updated app.
* The existing 'embark is building' page should hook up to the same mechanism.
