As a developer, I want the best the open source work in web3 on Gitcoin so that I can contribute to great projects.
This is in tandem with #1694 (being worked by @KennethAshley), as a continuation to #1033.
Gitcoin Requests needs to be taken over the finish line. Currently there is a BountyRequest model which slightly represents a bounty. When the appropriate funder accepts the Bounty Request -- which is created by a developer, designer, etc -- the BountyRequest is then turned into a Bounty. Maybe a `to_bounty` method in the BountyRequest class will be helpful.

A robust system which takes bounty requests and turns them into a bounty when they are accepted / funded.
