### User Story
As a funder, how can Gitcoin reengage with me and possibly suggestive sell Grants?
### Why Is this Needed
We need reengagement campaigns to encourage funding of larger amounts to increase the amount of open source work on our platform as well as increase value.
### Problem Description
Getting recurring funding is good for all three sides. Contributors get steady payment, funders get stuff done, and Gitcoin gets MPV.
Projects usually are broken down into large chunks. On the funder side, is there a way to take advantage of that fact and keep the funding loop going?
1. Post completion of a bounty or if a funder hasn't funded in a while, send an email saying: hey we saw you funded x bounties in the last y months, you may want to consider creating a grant for your dev efforts?
### Definition of Done
1. Increase X% of grants MPV per participant over time.
2. % of active funders before & after.
