1. In StratumClient.cs, use Newtonsoft.Json API to construct the JSON string instead of hardcoding the json structure. Verify that tests still pass after this change.
2. Convert StratumClient.cs file from C# to F# (creating new project StratumClient.fsproj, compiled as .NETStandard2.0). Glue everything together again making sure that tests still pass after this change.
3. Add a new API on StratumClient.fs to get the information about bitcoin fee rate from electrum servers. Add a unit test around this functionality to Client.Tests project, similar to the existing one.
