Create a `server.js` file which allows running a standalone server.
*Motivation*: Not all of our users want to run their instance using lambda on AWS. Some just want a well-known express/koa server that they can run in their favourite environment.
*Work needed*: Create `server.js` file which allows running a standalone server with `node server.js`. The file must include the `./src/api_handler.js` so is just a wrapper around existing functionality. If the routes can be read from `serverless.yml` even better, but not really a requirement
*Acceptance criteria*: A running server with the same functionality as the lambda version, so I can run it locally (with `node server.js` or `npm start`)
